No gambling during Diwali

ITANAGAR, Oct 30: Papum Pare and Capital Complex Superintendent of Police (SP) Nabam Gungte has instructed all deputy SPs, SDPOs, CIs, OCs in-charge of both Papum Pare Rural and Capital Complex to ensure that no illegal gambling is taken place in public places during this Diwali.

He asked the police officers to arrest any group or individual, who are found involved in gambling activities during the ensuing Diwali under the relevant law (of AP Gambling Prohibitory Act 2012).

Earlier, Capital Complex administration in an notification on October 23 imposed complete ban on all kinds of gambling activities, like playing dice, housie etc. from October 31 till midnight of November 3.

 

TB awareness camp

ITANAGAR, Oct 30: A Tuberculosis (TB) awareness programme was organized by Health and Development ABU NGO at Namsing village in East Siang District.

Khansing Chamroy, Co-ordinator of the NGO, elaborated in details about the causes and prevention of TB and the role of community participation to prevent the disease.

Informing that TB kills more than 3 lakh people every year, he said this killer disease can be prevented through awareness, proper care and treatment.

He also educated the villagers about DOTS program and importance of completing the treatment.

ASM Odakson Megu and the public leaders appreciated ABU NGO for organising the health awareness programme in the village.

 

‘Arunachal League’ in November

ITANAGAR, Oct 30: Arunachal Pradesh Football Association (APFA) is conducting a professional football league, namely  ‘Arunachal League’ from the next month.

Chairman of the second edition of the league, Kipa Takum, Councillor, Itanagar Municipality informed that the association had approached nine teams to participate in the league scheduled to begin in the first or second week of November. He informed that only teams that have registered themselves with the APFA will be allowed to participate in the league. The last date for registration is November 3.

 

Ex-servicemen to gherao paramilitary force HQs

ITANAGAR, Oct 30: All India Central Para Military Force Ex-service Welfare Association State Committee has threatened to gherao the paramilitary force headquarters at SHQ ITBPF Khating Hill here and Bn/Coy HQR of paramilitary forces of all the districts on November 12 next for non-fulfillment of various demands, which included dissolution of CPC and extend CSD canteen facility with statutory rules and regulations, reorganization of WARB by renaming it as Ardhsainik Kalyan Board (ABK) and making it statutory and appointing retired officers of paramilitary forces as district and state welfare officers among others.

 

Panchayat activities affected due to absence of CO

ITANAGAR, Oct 30: ASM Chairperson of Papu Valley East Memak Tana has urged East Kameng Deputy Commissioner to instruct the Pijerang CO and his staff to stay in their place of posting and attend office regularly.

In a letter to the DC, the ASM claimed that all panchayat raj activities, including Gram Sabha and panchayat coordination have not been conducted since last six month due to absence of the CO cum Member Secretary.

 

Dist level chess tourney held

ITANAGAR, Oct 30: Talar Kamsar won the 4th District Level Open Chess Championship which concluded at Daporijo on October 28.

Tachung Dupit, Nupor Dupit and Taw Baki finished second, third and fourth respectively in the championship.

Tadam Dupit and Yapa Dupit were the winners in Boys U-16 and women’s category respectively.

GB Rai was adjudged as the best veteran player.

The closing ceremony was attended by MLA Tapen Siga and AAPCA president N Konia.

Over 50 players from all over the district, including the local MLA participated in the championship.

The tournament was organized by Upper Subansiri District Chess Association (USDCA).

 

Assoc demands exemplary punishment to rape accused

ITANAGAR, Oct 30:  Condemning the rape of a minor girl by a school teacher of Govt. Primary School at Ruksin in East Saing district on October 18 last, Industrial Growth Complex Youth Association today termed the incident as barbaric, shocking and shameful.

The Association urged the authority to award exemplary punishment to the culprit so that such incident does not recur in future.

While informing that the victim was yet to come out of the trauma, the association urged the authority to provide relief to the family members of the victims for her treatment.

 

Dimdima ‘Pancharatna Award’ in creative writing for APNE Library reader

ITANAGAR, Oct 30: Bharatiya Vidya Bhavan’s Dimdima magazine has conferred the 2013 Pancharatna Award for outstanding article to Dipesi Pul, an APNE Library reader at Wakro.

Dipesi, a class IX student of Govt. Sec School, Wakro and an alumnus of Kasturba Gandhi Balika Vidyalaya, Wakro, was given the award for her film review, “The First Grader”, on an outstanding BBC-National Geographic film featuring an 84 year-old Kenyan, Maruge’s struggle to get school education. The review published in the Dimdima magazine of Apr-May 2013, wins her a certificate and Rs.1000. This is the biggest prize so far won by a young library-reader in Arunachal.

Many library patrons and volunteers have conveyed their congratulations to Dipesi.

 

World Thrift day observed

ITANAGAR, Oct 30: World Thrift Day was observed at the Directorate of Small Savings, Naharlagun, today.

Speaking on the occasion, director of small savings Md. Abdul Basit said that the habit of saving was essential for future security and small saving schemes offer safe investment avenues for the people.

The resources mobilized are the inputs that are used in economic development of the state and the nation as well, he added.

Regional director, National Savings Institute, GoI, P B Sen, in his speech said, small savings movement not only promote the habit of thrift among the people and provide a good return to the small investors but also mobilize fund for supplementing the needs for planned social and economic development.

Deputy Director, Small Savings P K Saikia and Director Accounts & Treasuries, J Tayeng also spoke on the occasion.

 

NESO’s NE Cultural Exchange Prog. postponed

ITANAGAR, Oct 30: While informing that the North East Cultural Exchange Programme scheduled to begin at Tawang from November 6 to 10 has been postponed due to some unavoidable circumstances, the North East Students’ Organization (NESO) Secretary (Org), in a release cautioned against collection of donation/seeking any form of help from departments, businessmen etc. by any organization/individual in the name of NESO. It appealed all to inform, if anybody is found involved in such illegal activities.

DA adopts zero tolerance policy for opium cultivation

CHANGLANG, Oct 30: Informing that the district administration has adopted a zero tolerance approach towards Opium cultivation and drug trafficking, Changlang Deputy Commissioner Chanchal Yadav appealed to the Panchayat leaders and public to help administration stop cultivation of Poppy in the district.

“We are determined to stop illegal poppy cultivation in the district,” the DC said in a crucial meeting attended by the Panchayat leaders, particularly from Changlang North and Khimyang circles and Head offices in her office chamber here today. The DC lamented that poppy cultivation was still going on despite the administration’s continued efforts to stop it.

Informing the administration’s three-point agenda of adopting zero tolerance approach for opium cultivation, check and stop drug trafficking from Myanmar and destroying poppy cultivation in Khimyang circle and elsewhere, the DC urged the PR members to initiate all necessary step to prevent poppy cultivation. The DC urged the PR leaders to seek the help of administration and inform it if anybody is found cultivating the crops.

Superintendent of Police Vijay Kumar said that drugs and alcoholism were the main cause of domestic violence here and urged people to help administration check the menace. He informed that lady constables have already been posted at entry check gates to check entry of drugs and opium from neighboring country into the district. DIPRO

 

 

50 Mithuns implanted with microchips

Microchip implants to end ownership disputes

ITANAGAR, Oct 30: As many as 50 Mithuns, especially young heifer, have been implanted with microchips in a day-long programme organized by Animal Husbandry and Veterinary Department, Papum Pare at Kimin.

Attending the programme as resource person, Dr J Panor, Farm Manager of Pig Breeding Farm, Karsingsa, who also is an expert in microchip implantation technique, dwelt at length on the utility of microchip implantation and said that it will not only help identify the true owners of Mithun but also end the ownership dispute cases which are very common in our society.

Further, it would also help concern department to maintain a database of Mithun population which in turn will boost preservation of this valuable species.

Dr Dari Sangno, VO, Balijan also addressed the mithun owners and exhorted them to take up Mithun rearing on top priority basis keeping in mind the importance of the animal in our society as well as in the markets.

He advised farmers to get their Mithuns vaccinated regularly against FMD. He also emphasized on regular deworming of their animals for good health and growth.

Kimin ASM Bamang Sonio thanked the Animal Husbandry and Veterinary Department and its staff for organizing the innovative programme at Kimin. He also lauded Papum Pare Deputy Commissioner Pige Ligu for fulfilling his commitment made before the Mithun owners of Kimin in September 2012 while attending a Longte festival by providing the necessary fund from the district untied fund for purchase of the microchips and microchip detector device from abroad. He hoped this microchip implantation with ID number will bring an end to mithun ownership disputes forever.

Earlier, Dr Takio Taram Tarh,Senior Veterinary Officer, Kimin informed that this microchip implantation programme will be continued for another one week to cover atleast 200 Mithuns  and urged the owners to avail the opportunity.

The programme was attended by Mithun owners and GBs, panchayat leaders and officers of allied departments.

 

 

PPA flays State Govt.

ITANAGAR, Oct 30: People’s Party of Arunachal (PPA) today blamed the ruling Congress Government in the state for the skyrocketing prices of all essential commodities all over the state.

Addressing a public rally after formation of the party’s Tirap district unit at Khonsa yesterday, the party leaders, including PPA Working Committee chairman Kamen Ringu, President Nikh Kamin, Working President Kahfa Bengia, MLA Laeta Umbrey, former TMC President Toko Sheetal, Tsering Naksang, Kaling Jerang, former student leader Gumjum Haider etc. lambasted the state government for totally ignoring the interest of common people. They said that the soaring market price of all essential items, especially vegetable, has made the life of poor and middleclass miserable. The party leaders also flayed the state government for reckless signing MoU/MoAs with power developers for construction of hydel projects ‘without prior consent of the land owners, lawlessness and anarchy, the refugee and boundary issues, massive unemployment and youth unrest etc.’

The party held Congress Government responsible for all the wrongs in the State, especially the backwardness of Tirap Changlang and Longding districts and condemned the Special Arms Power Act.

“We will ensure the passage of Bill for Patkai Autonomous if the party (PPA) is voted to power in the forthcoming assembly election,” they asserted.

They also blamed the Congress for ‘lack’ of transparency, accountability in governance and for not devolution of real financial power to the Panchayat and Municipality bodies.

They also informed that PPA will field candidate for the 2-Eastern Arunachal Parliamentary seat in the ensuing Lok Sobha election as common candidate of North Eastern Regional Political Front.

 

 

ACF conference held

ITANAGAR, Oct 30: The two-day 6th General Conference of Arunachal Christian Forum (ACF) concluded at Christian Revival Church here yesterday.

The speaker of the conference, Rev. Tinuyangba Imchen, Principal of the New Life Bible Training Institute, Dobam, Banderdewa, shared the words of God on the theme, “You are the light of the world,” and called upon the Christians to be torch bearers in the society.

Former Council Member of erstwhile NEFA Nabam Runghi, lucidly spoke on challenges of early Christians. Runghi, who met late Indira Gandhi to highlight the plights of the believers, was felicitated by the organizing committee. Former ministers and prominent Christian leaders Lowangcha Wanglet, Neelam Taram and MLA Tapuk Taku lauded the role of the churches in the state and exhorted the people to uphold Christian disciplines and render selfless service to the society.

Among others the issues pertaining to Minority/MSDP and APFR Act, 1978 were briefly discussed at the all-important function of all the Christians of the state.

ACF general secretary Toko Teki highlighted the various achievements and activities of the Forum.

Delegates from different districts representing various denominations and councils attended the conference which started with invocation prayer by Rev. Nampung Gyadi while the NBCC, APCRCC choirs and women group of the host church presented special numbers.

 

 

Maternal mortality review meet held

ITANAGAR, Oct 30: A district level maternal death review (MDR) meeting was held in the Lower Subansiri Deputy Commissioner’s conference hall following reported incidence of two maternal deaths in the district recently.

The meeting chaired by Deputy Commissioner Marnya Ete discussed in details all aspects, like quality service, system gaps, infrastructure, sensitization of the service providers and public awareness to prevent maternal deaths.

The meeting unanimously resolved to improve the infrastructure of the blood bank of the District Hospital and make it functional, to post an anaesthetist immediately, improve the infrastructure of the District Hospital, especially the maternity ward to make it patient/public friendly, coordination amongst the service providers, like EMO, Gynaecologist, SN, NA etc. during the management of such cases.

The meeting also stressed the need for holding coordination meeting from time-to-time to avoid and avert maternal death due to ‘similar’ reasons.

To prevent occurrence of similar incident in the future, the meeting decided to create awareness among the people through interpersonal communication and other activities like IEC/BCC with the stakeholders in the district.

The meeting was attended by Dr. Moli Riba, District Medical Officer, Dr. Derin Likar, DFWO, two persons each from the deceased families, the attending doctors of both the deceased, Dr. Tazang Michi (OBG) and Dr. Hage Tadii (OBG), Dr. Subu Habung, Medical Superintendent of the DH, Ziro and Michi Koyang, DPM.

 

 

BDCA signing doesn't mean nothing will happen in LAC’

New Delhi, Oct 30: Not ruling out incidents of face-offs between troops of India and China in future, Defence Minister A K Antony today said mechanisms under a new border pact signed between the two sides will help in intervening and quickly solving any such issue on the Line of Actual Control.

"The fact that we have agreed on a certain set of procedures, mechanism, does not mean nothing will happen in the border. But with the agreement now, if something happens, then there are mechanisms to immediately intervene and find solutions," he said.

Asked about an article in China about the preparedness of Chinese armed forces to get back its lost land including Arunachal Pradesh, Antony said there will be no let up in the modernisation of the armed forces and government was providing all possible support for it.

The Defence Minister was asked if the Border Defence Cooperation Agreement between India and China would help in avoiding the face-offs such as the one in Depsang valley in Ladakh in April.

The BDCA was signed by India and China to avoid any possible flare-ups between the two sides in the future during Prime Minister Manmohan Singh's visit to China earlier this month.  Antony said another new thing in the BDCA was to increase contacts between the armed forces of the two sides.

"Another new development is that there will be more contacts between the two militaries. It will not only be at the higher level but at the field level also. The idea is to develop more trust between the two militaries," he said.

He said he was "not a prophet or an astrologer" to say whether there would be no face-off incidents between the two sides in future. PTI

“Nyishi” have become more of a brand name of doing business

Dear Editor,

Almost every day we see a new organization based on our Nyishi community popping out its head out of nowhere. I believe our Nyishi community has broken all records of having the largest number of community based organization. All Nishi Students Union (ANSU), All Nishi Youth Association (ANYA), Arunachal Pradesh Nyishi Organization (APNO) etc. etc. and I assure you there are more coming. “Nyishi” have become more of a brand name of doing business rather than previously being the name of a brave and straightforward community of Arunachal Pradesh. It is a well-known practice that the loser candidates of a certain organization’s election will form their own new organization by collecting all the other loser candidates for various posts and will give it a new and fancy name. I wonder which organization actually and legitimately enjoys the mandate of the entire Nyishi community. There was a time when we used to see Nishi Elite Society (NES) as our most legitimate representation by our senior community members, but it seems it too has failed to check raining of various new Nyishi based organizations.

For a better development of the entire Nyishi community, it is very necessary that the community at large is being represented by genuine organization with full mandate of the community members and that the organization dedicates it purely to its people’s welfare. Nyishis are already infamous in the entire state (and outside) for various reasons and mushrooming of Nyishi based XYZ associations/organizations are not doing any good to our image either, rather creating more confusion and chaos.

NES has a major role to play in this regard as it still enjoys mandate of majority of the community members. No Nyishi based XYZ organization must be allowed to form without a valid reason and its approval by NES. So, I would like to appeal to all the educated youths and elders of the Nyishi community for a blanket ban on all these Nyishi based XYZ associations/organizations and have just a few with full community’s mandate and support. Let the seniors/elders represent us through NES and the youths/students through one particular organization (may it be ANSU, ANYA or whatever). Dragging the name of the entire community for their own personal gain must be declared completely unacceptable by every educated and like-minded members of our Nyishi community.

LDCs and SKs waiting for rightful due

Dear Editor,

It is time for all the sleeping LDCs and SKs working in Govt, of Arunachal Pradesh to awake and arise stop not till the goal is achieved as once the great leader Swami Vivekananda had said. Now, I think it is the right time to think, understand and talk for right demand. We are the bonafide citizen of India and working for the development of state in the larger interest of public. Yes! We all welcome the 6th CPC as the best pay fixation by the experts w.e.f 01/9/2008. Since then we (LDCs/SKs) are getting the meager grade pay @ Rs. 1900/- Whereas the peon gets Rs. 1800/-. And UDC enjoys grade pay of Rs. 2800. In between grade pay of LDC and Peon is only Rs. 100/- and gaping of Grade pay of LDC and UDC is Rs. 900/- which is very much? But a big question struck in mind is? Whereas as per the 6th CPC actual Grade pay of UDC is Rs. 2400/- then why not the Grade pay of UDC also be intake @ Rs 2400/- in Arunachal. With this, very fact, it is justify if the LDCs/SKs grade pay also be enhanced to Rs. 2400/- in the time of appointment and after completion of 10 year. He/She shall get chance to get the initial grade pay of UDC i,e Rs. 2800/- in Arunachal Context. As per MACP Scheme the LDCs/SKs will get the financial benefit of Rs. 100 on 1st MACP and Rs. 400 in 2nd MAPC and Rs. 400 in 3rd MACP in completion of 10 , 20 and 30 years of service. But as per previous ACP scheme the LDCs/SKs was getting the next higher basic pay of UDC in completion of 8 - 12 year. Now, the LDCs/SKs have to wait for 30 years long time to get the initial grade pay of UDC Rs. 2800. However, the enhancement of basic pay or grade pay is done by the our good government from time to time of different post like UDC/JE/Draftsman etc. Here the 'Fundamental Rule says- Equal opportunity for Employees" sometime we are quite confuse how can such a big mistakes happen to implementation of 6th CPC in this Computer era. Any way every problem has a solution and like that we have hope with present government that surely there is some remedy for our grievances.

Some elderly employee told the story that in the year 2001 both UDCs and LDCs fought hard for the upgradation of the respective basic pay. As so, then good government of Arunachal accepted the proposal and enhanced the basic pay of UDC from 4000- 4500 and after that the UDCs convinced to LDCs let the fought be continue in phase wise. Since then the innocent LDCs have been hopefully waiting.

The sage says when awake there is a morning- as so we appeal the present good government under the dynamic leadership of Nabam Tuki ji and Sonia Madam ji to look into the matter before it is too late.

“Haunting Web”

Dear Editor,

Filling of online application system for applying stipends by students (within State and outside) of Arunachal Pradesh, initiated by Directorate of Higher and Technical Education (DHTE) Govt. of Arunachal Pradesh is indeed very appreciable for one and all, especially for the student communities at large. The website or web portal (www.apstipend.in) was officially launched on 9th October. Students were very happy especially those studying outside the state as it would help them to do away within a click of mouse button-accessible from laptops, desktops, tablets, android cells and cybercafés etc. Every year this stipend ghost haunts them due to time constrain or communication (postal) delays.

Student’s hope and expectation of relieving themselves from doing around the old ways of applying stipend lived short from the day one of launching the website. This website is now headache for most of the students. It gives them exhaustive days and sleepless nights while trying to register and to fill the online form before the end of last date.  To mentioned quality, sensitivity ,service and design of this web portal is such that it remains crashed or breakdown together for 24X7 hours and to add woes of students, neither the College authorities or Directorate of Higher Education (DHTE) or Company/firm which host and manage this particular website has answer where and what exactly went wrong with this site  since the day one of its launches, creating madness situation for students whether to sit and wait beside computer 24X7 or prepare for upcoming House tests expected second week of next month.

It may be brought to the authorities’ knowledge that, this particular website (www.apstipend.in) lacks or fails from all angles. To mention few,

1.      The site is highly vulnerable from hackers attack as it has no security features for itself and to its user, thus chances of compromising its data content is high, i.e. any tech savy individual can damage this site. May be it is the reason for its frequent break down.

2.      The site design lacks quality, seems more a static web then dynamic as it should be.

3.      It does not have any option for editing the filled up application or uploaded document which cause lots of inconvenient to applicant, for some minor corrections.

4.      The site has no option for its growth or up gradations.

5.      Since its inception, lots of errors had been detected or some still persists-though few had been corrected without any notice, causing all first applicants at nowhere (no editing options).

6.      The site has no visitor list or numbers on records, as should have.

7.      It also does not have help desk or guidance cell or contact no. to help confused students doing online.

8.      Lastly, it seems the party or firm or company who are or is responsible for running or maintaining this website is amateurs or inexperienced one.

Keeping the above technical points in mind, I consider it, any amateur or average students of Computer Science Students (CSE) can develop and design better website than the one in use for filling online application for stipend.  

I hope and feel that to avoid further misgiving and unnecessary harassment to all poor students who are studying in our state or outside in the name of using Information technology (IT) reforms, the concern authority should immediately cancel its agreements with the firm/company in action and immediately go for other experienced firm or company who would keep the stature of the Directorate of Higher and Technical Education (DHTE) Govt. of Arunachal Pradesh intact and save many student from distress who are eagerly waiting for the said website to perform 24X7 hours,365 days and on.

Everyone should support fight against injustice

This is in reference to article “Victimized for upholding genuine case” published in your daily on 22nd October in Readers Forum column by Dr Kenjum Bagra.

The Memo Ao Welfare Society (MAWS) capital complex strongly condemns the mode of conduct of Prof. HN Sarma and APPSC against Dr. Kenjum Bagra in the recently held APPSC interview for the post of Asst.Professor, RGU. The Society appeals APPSC to have a serious look at the victims’ grievances. We also appeal the Vice Chancellor RGU, to take a serious action of the matter and to take a strong action against the professor. The Society appeals all individuals and the Elite society of the state to support and fight against such injustice to a genuine aspirant.

APPSC have to streamline recruitment process

The Arunachal Pradesh Public Service Commission (APPSC) is once again in news for all wrong reason. The commission has caused uproar by not complying with the direction of the Gauhati High Court, Itanagar Permanent Bench. Basing on a writ petition, the Court on October 23 directed the Commission to publish the result of 97 candidates who appeared in September 22 preliminary examination conducted by APPSC. These 97 candidates were initially barred from appearing in exam after commission alleged that their application forms were not in order.

The Itanagar Permanent Bench also directed the Commission to allow the petitioners to fill up the forms for main examination if they have qualified in the preliminary. It is witnessed that during every APPSC examination, controversy mars the recruitment procedure. Such incident does not augur well for the respected institution like APPSC. The commission should take some drastic step to streamline the recruitment process and involve professionals in this regard. One of the first, important steps should be seeking of application in online. The filling of application online will minimize the chances of mistake and it will be of great help for the students especially those studying outside the state. In this technology era, it is a surprising thing that commission has not started online system till now.
